Abstract

In this paper will discuss some elements of the policies directed to persons with disabilities in Mexico. Institutional policies are the instrumental frameworks that result in broad laws or State programs and will be applied in a specific institutional organization (schools, hospitals, prisons, government departments, etc.). Therefore, policies express how the State is understanding its work towards social sectors and the impact of these decisions on social organization. The proposal focuses on analyzing the current legal framework in Mexico on disability. The result of analysis allows to affirm that persists a look of assistance and, at the same time, a state of exception is inscribed, via a legislative "loophole", which keeps the norm intact.
