Is the European Higher education network necessary?

Resumen

This paper intends to justify the importance of the European Higher Education Network for European citizenship though mobility. We start form culturally static reality, stimulated by teaching processes generated at the University, which can respond to these essential referents and which start the development of the common citizenship. I allude to the disagreements about cultural referents of the Network and the necessity to define the development of its conceptual organization, basic and prior to establishing the development of organizational and pedagogical actions. Similarly, a reference is made to universities’ neglect of leadership when leading this process of change, as well as the consequences it may have for universities of the Napoleonic tradition.
