Abstract

The consulate of Cuba undertook a strong policy of road infrastructure from the moment it was created, making use of the faculties granted by the Crown. On the other hand, its interest had to do with economic reasons related to the sugar production. This article tries to show the open debate hold inside the consular institution about how to put into practice the construction of roads and the ways to finance it. The leaders, mainly cuban aristocracy related to the sugar production, tried to favore the sugar cane growing and to reduce the price of commercialization. The vast project was very partialy materialized and the reform of the road network had to wait for the introduction of the railway in the island.
