Abstract

During the second half of the 18th century (during the reigns of Carlos III and Carlos IV), the Council of Indias went through deep changes concerning its constitution. The Royal Decree of 1773 established a new process to designate the members of the Council’s Committee. From then onwards, American born Spanish members of the American Audiences could be elected as candidates to Councilors of Indias based on their merits and services in overseas affairs.
