Abstract

The break with the old re gime which took place at the beginning of the 19th century, due to the changes brought about in the system of economic production, in social relations and in the realm of politics, brings with it the need to establish new models of administration appropiate to the characteristics of the new society.
In this context town and city organisation and planning must also change, adapting models which have worked well in the past but which are now no longer applicable. The instruments used to implement these new administrative measures are the local police and the promulgation of municipal decrees.
