Abstract

Following the visit of Jose de Galvez to New Spain in 1765, a royal tobacco monopoly was established, rendering illegal a trade which had been free since the beginning of the colony and leading to the development of a parallel black market economy. The differences between northern Veracruz and the main tobacco producing areas centered in Cordoba and Orizaba allow an analysis of the methods of the “tabaquero” smugglers, how they implicated every social group from New Spain, and the official legal efforts against the contraband.
