State in the flip side of Social Policy’s conceptualizations. An approach to a relational understanding about the State and to the State as a corporate actor

Abstract
The field of study linked to social policy is crossed by a debate that is not always considered explicitly and, however, organizes the positions within. We refer to discussions about the nature of the State and, in particular, to conceptualizations of the relationship between State and Society. First, we argue this hypothesis that functioned as a starting point for our work. We consider two classic systematizations of debates into the social policy’s field of study, produced from Latin America. Then, we’re dedicated to systematize our own perspective about social policy and to examine its counterpoint in the conceptualization of the State. Along these lines, we expose two perspectives of State that contribute to our conceptualization of social policy: a relational approach; and a perspective that considers State as a corporate actor. Finally, we reflect on the chances to joint both theoretical terms.
