The object of this investigation is corruption, a topic of global concern. In Brazil, it is noted that, despite the economic growth, the country occupies bad positions in corruption and bureaucracy rates. Many authors point out that these factors are related. In addition, the measures taken in this country are not sufficient to prevent corruption. Thus, this investigation searched for the right tools in criminology. Opportunity theory (CLARKE and FELSON, 1998) is the theoretical basis of this study. This theory defends that opportunities cause crime and it is possible to find ways to prevent it by knowing the environment where the crime is practiced; so, we tried to know this environment. After studying the scenery around bureaucracy, proposals were presented to prevent crimes like this.
