From the point of view of human rights, forced displacement does not mean the violation of a specif ic right, but the multiple, massive and continuous violation of many fundamental rights. This phenomenon attacks the displaced person’s ownership of the rights. This attack, in most cases, is caused by the displacer, and sometimes by the State. It is the State that has the primordial obligation to pay the necessary attention to the displaced person and provide comprehensive protection to halt the violation both of human rights and humanitarian law, while taking into account the different contributions and research that international organizations working in this regard provide on the case.
