The author seeks to examine the thesis implied in both title and subtitle (Democracy without democrats? Democracy is unviable without civic-political education). The first part sudies how the strategic role fulfilled by civic-political education in democratic regimes is traced back to Promethean Myth according to Protagoras´ version. In fact so it has been understood by republican regimes, but not by liberal conservatives (indirect representation). The second part presents a case applied to Spanish democracy with the Constitutional Text as its starting point.
