Abstract
Territorial action emerges as a key concept to understand the ways in which actors, organized through public action, collective action and private action, build and organize their territories. The analysis of the actions that the actors put into action, through structured projects or not, allows us to understand the structural conditions of the territories, but also the representations that the same actors have about the development and about the future of the territory. This theoretical and methodological proposal that takes as reference the case of Paraguay, allows to understand the deep causes of the trajectories of the territories and from there generate new intervention proposals for the construction of desired futures.
