Regional planning in Castilla-La Mancha: state of affairs and studies of cases

Abstract
The paper analyses the spatial planning situation in Castilla-La Mancha. The first part deals the state of the matter since the beginning of the autonomous governments, highlighting a predominance of regional politics instead of spatial planning, and the evolution towards urban and spatial development instruments. The second part presents three relevant situations in which would have been advisable a proactive spatial viewing, to reconcile economic development with natural preservation of resources, avoid environmental impacts and frictions with strategic projects in the region, also searching an endogenous approach for transport infrastructures.
The starting hypotheses within this work can be summed up under the statement that spatial planning policies has been subordinated to other sectoral or regional policies, and so forth once spatial planning gets its relevance it has been to solve spatial and environmental conflicts and tensions, concluding that its application is the outcome of a learning and maturing processes of the governance system, parallel to the application of European policies.
