Abstract

Following three decades during which Andalucia has had competences in spatial planning, this policy appears to have not settled enough in the region. Having achieved an acceptable level of juridical recognition and administrative establishment and an average development of planning instruments, there are still important deficiencies and important criticisms have arisen. The Spatial Planning Plan for Andalucia, eleven sub- regional plans and many other instruments subject to a report on territorial incidence are the main assets of this practice. On the contrary, the lack of control on municipal planning and the use of so called opportunity areas in a non rigorous manner should be highlighted.
