Abstract

Madrid can be considered a clear example of the difficulties found to make possible both the town and country planning and the integrated management of the modern metropolis. The core matter is that neither the municipalities nor the regional bodies engaged are able to arrange by themselves the accurate legal and institutional framework capable to deal with such as complex and problematic urban reality. Along the last fifty years, the entities responsible for the Madrid's town and country planning have not arrived to find the procedure fit to manage a s o peculiar urban and territorial structure. That means to face up to a really complex challenge as Madrid along this time has gone from being a pure city to becoming a mononuclear metropolitan area and later on turned into a metropolitan region spread along three autonomous regions of Madrid and neighboring ones. All they should reach an agreement with the municipalities and the stake-holders involved in order to build up a new territorial order for the Madrid Metropolitan Area.
