Methodology for diagnosis of empty housing at local level. The case study of Bormujos (Seville)

Abstract
The empty housing problem affecting Spain after the break of the period known as «real state bubble» is linked to the existence of a large stock of housing that remains vacant and residential demand unsatisfied. In this context, regional legislations are committed to the use of this empty stock, in the Andalusian case, proposing actions to take them as a resource to ensure access to housing through the Municipal Housing Plans, as well as creating a Program of Mediation in Rental Housing. The lack of information about this vacant stock, however, suppose a problem for the effectiveness of these tools, closely linked to the local field.
The purpose of this paper is to study deeply this phenomenon by proposing a methodology to map and diagnose the empty housing stock of an Andalusian municipality, to offer keys able to character it under indicators directed to define strategies linked to a Municipal Housing Plan to put them in use.
Thus, we will first analyse different experiences as references to define the methodology we will put into practice in the Sevillian town of Bormujos, as case study. After that, we will obtain two levels of results: First, the mapping and categorization of the empty housing stock in this municipality; second, the validation of the proposed methodology, defining its scope and limitations for its inclusion in the mentioned Municipal Housing and Land Plans.
