Abstract

Cuba is immersed in the restructuring of its economic system with a set of policies aimed at a financial order, modification in the distribution of the population’s income about wages, pensions, social assistance benefits, and the gradual elimination of subsidies that subsidize social programs. These bets are intended to promote the development of the productive forces, the local government structures and grant them greater autonomy to better manage their development. In this scenario, it is necessary to understand the processes of historical assimilation of the rural space, for which the dynamics of population and settlement in eastern Cuba are analyzed, showing unfavorable results from emigration movements, requiring policies with a differentiated territorial approach and effective. Traditionally, the rural environment has been associated as opposition to the urban environment, and sectoral policies have focused their actions on agricultural activities (generally with little added value) as a synonym for rural development. Several of the investigations that have been carried out in the country, reinforce the need to transcend this perspective and make innovative proposals that contribute to a new paradigm of rural development.
