Abstract

The article presents the methodological design followed for the analysis of the validity and reliability of a matrix whose purpose is to allow the territories to self-assess their degree of potential competence for the achievement of objectives linked to local development. A descriptive study design was followed to validate concepts, dimensions and indicators and to validate multidimensional scales through factor analysis and construct validity. The quantitative analysis carried out combined with qualitative contributions from experts, concludes that the matrix is a valid and reliable instrument for its purpose.
