Abstract

We propose a study on the composition of residential energy vulnerability for Argentina. A micro database provided by the Argentinian National Institute of Statistics and Censuses is used, based on the microdata from the 2010 extended census form. We employ a decision tree algorithm to model and describe the patterns of vulnerable households. Likewise, from the application of graphs, the proximity of vulnerable household configurations for the Departments of Argentina has been studied. The decision tree model was evaluated from the estimation of its precision, recall, specificity, F1 score, accuracy, and Cohen’s Kappa. As a result, four large groups of vulnerable households have been identified. Those who do not have access to health, are transitory and informal workers, belonging to original groups, living in houses with essential or insufficient services, and having low access to information and communication technologies. We conclude that energy vulnerable households do not have access to other fundamental rights, either. Thus, it is proposed that energy policies for the residential sector should be approached as social development policies, being socially inclusive, and expanding access to other elementary rights.
