Towards an international protocol of action with missing persons through a comparative analysis of the Spanish and English protocols.

The disappearance of people is a universal phenomenon that can affect the entire population and that has a serious effect on victims and their loved ones. Despite the existence of general regulations at European level in this regard, there is no unified continental protocol for search and accompaniment, but rather different national protocols for the different Security Forces and Corps (FFCCSS), something that contrasts with the effective protocols for the search and capture of fugitives. In view of this circumstance, we propose an outline for a potential international protocol. To this end, a comparison is made between the protocols for searching for missing persons in Spain, which is recent and modern, and in England, a European country with a high number of missing persons and therefore presumably with a great deal of experience in police action in this respect, to identify the weaknesses and strengths of each one in order to reflect on which factors seem most useful for inclusion in a potential international protocol.
