Abstract

The division into regions in Andalusia has not consolidated because of the strong existent tensions from different fields political-administrative, mainly local entities like county councils and municipalities. Nevertheless, the region scale is increasingly necessary for the planning and the territorial analysis, serving of base for the diagnostic of problems and proposals of solutions. The obtaining of information geostatistics for the autonomic planning is more effective in these fields that to provincial or municipal level, as they present a territorial base more homogeneous, and unlike the provincial delimitation, is fruit of geographic realities, socioeconomic and functional current, allowing that municipalities without sufficient technical or economic capacity yield competitions to an upper body that optimise the management of the territorial development.
