Abstract
The exposure of the population, particularly the inhabitants of a locality to danger or threat, not only related to the recurrence of natural phenomena, but social actions have created more risks, thus increasing the uncertainty and vulnerability the society and the environment without mitigation strategies implemented are adequate and effective enough to improve preventive measures against the entropic dynamics that characterize the interactions of society and nature.
