The research aims at a first approximation of a descriptive nature territorial stage which frames the Law 39/2006 for the promotion of personal autonomy and care for dependent, with special reference to Andalusian. These results indicate that the territorial model of public social services, which traditionally paid attention to people with social needs and is the closest to the citizen, has important key disparities in care and those engaged in such activity. The spatial distribution of potentially dependent individuals is a reflection of trends in population concentration in Andalusia.
