Abstract
The links of culture to development have been studied since the 80s of the last century, driven by international organizations such as UNESCO. This linkage of investments in cultural projects with territorial development is the basis of the role that culture can take in the regional policy of the European Union, as expressed in the recommendations and reports published by the Community institutions. Within this general framework, the main objective of our study is to analyze the role of culture in the European Cohesion Policy, both at global level and more specifically in the region of Andalusia, identifying the main programs and funding lines available and presenting good practices funded by cohesion policy funds in Andalusia during 2007-2013. This analysis has allowed us to show both the pervasiveness of culture and the scope and versatility of the structural funds. At the same time it has showed a series of challenges for both improving the efficiency and impact of the European funds and the accessibility of cultural agents to those funds.
