Satellite towns in Santiago de Chile: a case of urban co-govern among the municipality and real estate holdings

Abstract
Since nineties Santiago de Chile exhibited an urban development predominantly led by private agents. Among the symbols of this phase are the satellite towns built by real estate holdings in the periurban commune of Lampa. These projects show a real estate agent who redefines their role from a builder of houses toward a more complex role of planner-administrator of settlements in periods of twenty years. Using the regime theory as analytic framework it is argued that satellite towns represents a phase of real estate development with profound transformations on the local policy. Specifically, satellite towns are administrated from assemblies of govern among the municipality and real estate holding, in spite of supported in normative vacuums and informal agreements, this coalitions persist due to the mutual economic benefit. The co-govern of satellite towns redefine the local govern shaping an dynamic and multi-agent scenario where local goverment lack of instruments able to promote public private partnerships.
