La Política Agraria Común (PAC) en Extremadura desde la perspectiva de agricultores y ganaderos: un análisis territorial

Resumen

Este estudio analiza las percepciones de agricultores y ganaderos del medio rural extremeño sobre la Política Agraria Común (PAC), con el objetivo de examinar cómo perciben sus efectos en el desarrollo agrario, la sostenibilidad, la modernización y la accesibilidad administrativa. Mediante encuestas cualitativas dirigidas a perfiles estratégicos del sector, se recogieron valoraciones sobre la eficacia de las ayudas de la PAC, sus limitaciones y propuestas de mejora. Los resultados muestran una visión mayoritariamente crítica: las ayudas no han mejorado de forma significativa la rentabilidad ni han impulsado la modernización de las explotaciones, y el acceso a formación e innovación tecnológica es escaso. Además, se denuncia la excesiva burocracia, la falta de claridad normativa y la necesidad de recurrir a asesoramiento externo como obstáculos recurrentes. El apoyo al relevo generacional, aunque contemplado en la normativa, se percibe como insuficiente frente a las barreras estructurales del medio rural. El estudio concluye que existe una desconexión entre el diseño centralizado de la PAC y las realidades territoriales de regiones como Extremadura, y propone avanzar hacia un modelo más simple, flexible y participativo, centrado en la rentabilidad, sostenibilidad y equidad en la distribución de recursos.
