En este artículo presento un esbozo de estructura de los valores del trabajo social que hagan posible una justificación racional de sus deberes y responsabilidades. Dicha estructura nos permite elaborar una concepción de la ética profesional que pone de relieve las facetas institucionales de los fundamentos de la práctica profesional. En ella, encuentran su lugar principios, reglas, normas, etc. y así surge una visión general de sus exigencias y relaciones. Por último, se realizan algunas reflexiones sobre la identidad profesional y los compromisos básicos con el cambio social que se deducen de la teoría sobre los fundamentos normativos del trabajo social que he ofrecido. I sketch a theoretical framework for social work values that make possible a rational justification for duties and responsibilities. It enables us to develop an approach to professional ethics stressing the institutional aspects of the ground for professional practice. Principles, rules, norms, etc. find their place in such framework and so a comprehensive understanding of its requirements and relations emerge. Some remarks, finally, on professional identity and basic commitments to social reform are deduced from the basic account of the normative foundations for social work I offer.

La ciencia está en el origen del trabajo social. En efecto, el objetivo que perseguía Mary Richmond al conceptualizar la disciplina de trabajo social consistía en reemplazar las creencias religiosas por un enfoque racional. Así pues, el conocimiento científico se inscribe en el corazón del trabajo social desde el principio. Dicho esto, las grandes teorías son menos útiles en la práctica de una profesión cuya finalidad es ayudar a las personas que viven las situaciones más diversas. Esta es la razón por la cual el trabajo social se construye a partir de una base ecléctica: el trabajador social eficaz toma de un vasto conjunto de nociones, en apariencia dispares, aquellas que mejor se adaptan a la situación. Ahora bien, ¿cómo enseñar este conocimiento práctico a los estudiantes de trabajo social? Este artículo trata de estas cuestiones y propone algunas pistas de reflexión. Science is closely related to social work, from its very origin. In fact, with the conceptualization of social work, Mary Richmond’s objective was to replace religious beliefs by a more rational approach. Thus, right from its beginning, the scientific knowledge was at the core of social work. This being said, grand theories are less appropriate to the practice of social work because this profession deals with persons living in particular situations. That is why social work is built upon an eclectic basis : social worker has to draw from a vast array of notions and theories to borrow bits and pieces which will help to explain and attenuate problem experienced by persons. Now, this practical knowledge can be taught to students in social work? This article deals with these questions and proposes some reflections.

If social work is to be truly international, it needs to address newly emerging international issues, specifically terrorism and global warming. Both of these raise profound implications for human rights and social justice, and hence social workers have significant contributions to make to addressing such issues. However to do so, social workers in western countries will need also to accept the loss of legitimacy of the western modernity, so that their theory and practice can be influenced by post-colonial writers and alternative knowledges and wisdoms from the global south, and from indigenous people. A number of curriculum proposals are made, with a view to developing more appropriate international social work education programs. Si el trabajo social tiene que ser verdaderamente internacional, necesita dirigirse a los emergentes acontecimientos recientes, específicamente al terrorismo y al calentamiento global. Estos dos temas originan profundas implicaciones para los derechos humanos y la justicia social, y por ello, los trabajadores sociales tienen contribuciones significativas al respecto. Aún así, para poder hacer esto, los trabajadores sociales de los países occidentales necesitan aceptar la pérdida de legitimidad de la modernidad occidental, de forma que su teoría y práctica pueda ser influenciada por escritores postcoloniales y conocimientos y saberse alternativos del sur global y de las personas indígenas. Se realizan un número de propuestas curriculares con la perspectiva de desarrollar programas educativos internacionales en el trabajo social más apropiados

Las casas de acogida para mujeres maltratadas han sufrido un proceso de transformación desde que fueron creadas. Inicialmente fundadas a partir de los principios y la filosofía del movimiento feminista, han ido siendo absorbidas por las administraciones públicas. Esto ha supuesto un cambio hacia la burocratización y la adaptación de las mujeres al sistema, antes que convertirlas en agentes de cambio social como se pretendía en un principio. En este artículo hacemos un somero análisis de este proceso basándonos en los principios de igualdad, potenciación, participación y concienciación, los cuales eran los fundamentos a partir de los que se trabajaba en el origen de estos organismos con el objetivo de conseguir transformaciones tanto individuales como colectivas; y cómo estos principios quedan recogidos actualmente en la forma de intervención con mujeres maltratadas en el centro donde hemos realizado nuestra investigación. Shelters for battered women have suffered a process of transformation since they were created. Initially founded on the principles and philosophy of the feminist movement, they have progressively been taken over by public administrations. This has brought change towards bureaucracy and adapting women to the system, instead of making of them agents of social change as it was pretended in a beginning. In this paper we make an analysis of this process on the principles of equality, empowerment, participation, and raising awareness, which were the foundations of all the work done at the beginning of these organisms, aiming at achieving both individual and collective change; and how these principles are currently contained in the form of intervention with battered women at the center where we conducted our research.

Una de las causas que dificulta en mayor medida a las mujeres la superación de la violencia de género es el hecho de estar enamoradas de la persona que las maltrata. La literatura científica internacional, a pesar de identificar esta causa, entre otras, no analiza en profundidad sus implicaciones. A su vez, supone una barrera el surgimiento de teorías sin rigor científico, como las que hacen referencia al amor romántico. Los resultados de nuestra investigación aportan que la socialización vivida por las mujeres víctimas de violencia de género las ha llevado a construir una atracción hacia modelos desiguales y violentos. En el presente artículo analizamos esta socialización y las limitaciones actuales de los trabajos científicos para la elaboración de medidas efectivas para la superación de la violencia de género. For women one of the causes that highly make difficult the overcoming of gender violence is the fact of being in love with the aggressor. Besides identifying this cause, among others, the international scientific literature does not analyze in depth its implications. At the same time, it becomes a barrier the appearance of theories without scientific rigour such as those that point to romantic love. The results of our research state that the socialization lived by the women victims of gender violence have led them to create an attraction towards unequal and violent models. In this article we analyze such socialization and the current limitations of the scientific works to develop effective measures to overcome gender violence.

Las diversas formas que adopta la violencia de género continúan siendo, todavía en esta primera década del siglo XXI, uno de los problemas más flagrantes de toda sociedad. Para su erradicación, resulta imprescindible el trabajo de intervención mediante la educación afectivosexual. Ésa es la tesis que defiendo en este artículo y que ilustro mediante una experiencia a caballo entre la investigación sociológica y la acción educativa: un taller para prevenir las violencias de género inserto en un curso de educación afectivosexual con adolescentes. De este modo, pretendo dar cobertura a dos objetivos: describir y reflexionar sobre un ejemplo de intervención educativa para prevenir la violencia de género en adolescentes y, partiendo de ello, defender la educación afectivosexual como herramienta fundamental para contribuir a la formación de relaciones afectivosexuales entre adolescentes basadas en dos principios inseparables: la igualdad y la no violencia sexual y de género. The different kinds that gender violence adopts keep on being one of the most flagrant problems of any society even at the beginning of the 21st century. In order to eradicate it, it becomes crucial the work of intervention through sexual-affective education. This is the thesis I defend in this paper, which I will illustrate by means of an experience between sociological research and educational action: a workshop for the prevention of gender violences within a course of sexual-affective education for adolescents. Thereby, I will try to cover two objectives: to describe and to reflect on an example of educational intervention to prevent gender violence in adolescents and, starting from it, to defend sexual-affective education as a fundamental tool in contributing to the formation of sexual-affective relations among adolescents based on two inseparable premises: sexual and gender equality and noviolence.

Internet ha supuesto una de las mayores revoluciones en nuestra actual sociedad. La anulación de fronteras físicas y temporales en las posibilidades de comunicación han supuesto un gran avance. Así mismo, los y las menores son uno de los colectivos que está aumentando en su uso de Internet. Esto ha supuesto que la prevención de los abusos a menores haya tomado otra dimensión mucho mayor que requiere de una gran coordinación internacional si se quiere resolver mientras, paralelamente, también se trabaja para su prevención. El presente artículo, expone algunos de los datos que muestran la visibilización de este problema, y algunas de las propuestas de actuación que se están llevando a cabo para su detección y prevención, con las que todos y todas las profesionales de la educación debemos familiarizarnos para contribuir a erradicar dicho problema. Internet has become one of the greatest revolutions in our current society. The suppression of physical and temporal borders in the possibilities of communications has become an immense advancement. In addition, the minors are one of the collectives that are increasing their use of Internet. This has supposed for the abuse prevention of minors to take a major new dimension that requires a vast international coordination if the aim is to solve it while in parallel there is also a work of prevention. This article, show some of the data that illustrates the visibility of the problem and some proposals for action that are taking place for its detection and prevention in which all the professionals of education should be familiarized to contribute to the eradication of this problem.

En este artículo recogemos los resultados de la investigación “Violencia de género en las universidades españolas”, la primera investigación que analiza la violencia de género en el contexto universitario en España. Las investigaciones sobre esta clase de violencia en el ámbito internacional muestran, por un lado, que es una realidad existente en la universidad, de la misma forma que lo es en otros ámbitos sociales. Por otro lado, el análisis de las actuaciones implementadas por universidades de prestigio muestra la existencia de diferentes medidas para prevenirla y superarla. Estas evidencias, contrastadas con las percepciones de diferentes colectivos de la comunidad universitaria sobre la aplicabilidad de estas medidas en las universidades españolas, son el punto de partida para iniciar el desarrollo de medidas que erradiquen la violencia de género en nuestras universidades. In this article we present the findings from the research “Gender violence in Spanish universities”, the first study that analyses gender violence in the university context in Spain. Studies on gender violence at the international level show, on the one hand, that gender violence is a reality that exists in universities, in the same way that it exists in other social contexts. On the other hand, the analysis of the actions implemented in prestigious universities shows the existence of measures to prevent and overcome it. Contrasting these evidences with the perceptions of different university collectives about the applicability of these measures in Spanish universities is the starting point to develop measures to eradicate gender violence in our universities.

Ante la grave situación de la violencia de género que se está viviendo y su aumento en colectivos como el adolescente, el trabajo social tiene un papel clave en su detección precoz y en su prevención. Se presentan las aportaciones teóricas y prácticas que sustentan un trabajo social comunitario desde la socialización preventiva de la violencia de género; así como la necesidad de formación de las futuras personas profesionales del trabajo social en las principales aportaciones de la comunidad científica internacional sobre detección precoz y prevención de la violencia de género para que sean capaces de llevar a cabo en un futuro ese trabajo social comunitario desde la perspectiva de la socialización preventiva de la violencia de género. In view of how serious the current gender violence situation is and of the increase of such violence in some groups as the adolescents, social work has a key role in gender violence early detection and prevention. Theoretical contributions are presented, as well as practices which support a community-based social work starting from a preventive socialization against gender violence. The need to train the future social workers in the main contributions of the international scientific community about gender violence early detection and prevention is also emphasized. This training will enable them to carry out, in the future, this community-based social work from the gender violence preventive socialization perspective.

Reconociendo las diversas construcciones teórico-prácticas del objeto del Trabajo social, así como la posición que éste ha ocupado históricamente en la división socio-técnica del trabajo, el artículo plantea la práctica del Trabajo social como una práctica social. Desde tal premisa, se postula el desarrollo de prácticas reflexivas y se aborda el concepto de reflexividad como elemento constitutivo de las mismas, lo que permite reconocer en un doble movimiento la necesaria interrogación, develando los marcos de lectura, los intereses e intencionalidades del profesional y de los otros actores implicados en la práctica social. En este sentido, la reflexividad como eje constitutivo de la práctica nos remite a ella como praxis, posibilitando generar procesos de transformación y no sólo la reproducción de lo existente.This paper proposes that the practice in Social Work is a social practice itself, taking into account both the diversity of theoretical-practice constructions of the object of Social Work, as well as the position that it is has historically occupied within the social-technical division of work. From this perspective, the paper stands up for development of reflexive practices, from a concept of reflexivity that is the constitutive element of such practices. It let us recognize a necessary questioning with a double movement regarding the reading frames, interests and purposes of both the professional and the rest of actors involved in social practice. In this sense, reflexivity is a constitutive axe of practice remits us to it as praxis. This makes it possible to generate processes of transformation beyond the existing reproduction.

This article covers the different definitions of research in social work built up by the more significant authors who have worried about the need for doing research work on social work. At the same time, it show us the importance of combined research with other areas of knowledge that took place at the begginings of Social Work discipline. Moreover, the article worns us about the diferent ways that research has been understood in relation with social work and it points out the presence and importance of research in social worker´s daily work. Finally, the author offers us her reflexions on the different ways that research is understood and categorized nowadays.

En este artículo se estudian los procedimientos mediante los cuales el sector social se ve sometido a la llamada “chalandisation”, término francés de difícil traducción al castellano que indica el modo de gestión general de nuestras sociedades tardomodernas, postkeynesianas. Constataremos cómo esta lógica modifica la ordenación del campo de lo social, su modo de financiación, así como el sentido que los actores del terreno dan a su trabajo. Se analizará este proceso general en curso a través de los cambios regulatorios acaecidos en Francia desde los años 80.This article explores the processes by which the social sector i ssubjected to the ‘chandalisation’, the French Word difficult to translate into Spanish that indicates how is the overall management of late-modern societies, Post Keynesian. We’ll see how this changes the spatial logic of the social field, its mode of financing, as well as the sense that actors give to their work site. It Will be analyzed the current general process through regulatory changes that occurred in France since the 80’s.

«Contributos para o debate da Epistemologia do Serviço Social» enquanto área de saber autónomo no quadro das ciências sociais consiste num questionamento sobre o Serviço Social e a sua Epistemologia. Reflecte ainda sobre a construção da teoria do Serviço Social incorporando um método reflexivo na definição e clarificação do objecto de estudo e de intervenção desta área de saber. Desenvolvemos uma análise facilitadora da compreensão da distinção do conhecimento comum do conhecimento científico em Serviço Social. Identificamos ainda o conjunto de obstáculos epistemológicos no Serviço Social motivando um debate aprofundado sobre os princípios e fundamentos teóricos do Serviço Social como área científica do conhecimento contemporâneo. «Contributions to the discussion of Social Work Epistemology» as an autonomous area of knowledge within the Social Sciences is a question about Social Work and its epistemology. It reflects on the construction of the theory of Social Work incorporating a reflective method in defining and clarifying the subject of study and intervention in this area of knowledge. We developed an analysis facilitates understanding of the distinction between common knowledge of scientific knowledge in social work. Has identified a set of epistemological obstacles in Social Work, motivating a discussion on the principles and theoretical foundations of social work as a scientific field of contemporary knowledge

Au Canada et au Québec, traiter des questions liées à la diversité culturelle et au racisme a été un défi pour les gouvernements depuis les années soixante. Auparavant et jusqu'à présent, une grande partie des responsabilités en termes de développement ethnoculturel sensible des services publics (services sociaux, des programmes de formation en travail social, etc.) ont été laissés aux mains d’organismes de charité non-lucratifs. Cependant, peu à peu, depuis les années soixante, le gouvernement fédéral et le gouvernement provincial, ont dû développer des politiques et des programmes d'action. Au Québec, le travail social a fait partie du débat face à deux grands courants politiques, l’un canadien basé sur le multiculturalisme, et l’autre québécois basé sur l'interculturalisme. L'article vise à donner une perspective historique sur la façon dont le travail social a dû faire face à des contradictions différentes. In Canada and Quebec, dealing with issues related to cultural diversity and racism has been a challenge for the governments since the sixties. Before and up to our days, a large part of responsabilities in terms of developping ethnocultural sensitive public services (social services, training programs in social work, etc.) have been left in the hands of non profit and charity organizations. But, little by little, since the sixites then, both governements, federal and provincial had to develop politics and programs of action. In Quebec, social work has been part of the debate facing two mainstream politics, the canadian one based on multiculturalism and, in Quebec, on interculturalism. The article intends to give a historical perspective on how social work had to deal with different contradictions.

The intention of this article is to try to recover a critical dialog between the politics and the social work. In this paper it argued that the politics is a dimension of the identity of the social work of which we cannot avoid. In this way, the politics and the social work, are doubly tied. On the one hand, the political power exercise corresponds to every citizen of the polis. And, on the other hand, the social work is narrowly tied to the social politics by means of its object of study. Our arguments it’s construct from a diagnosis of the social reality and professional that is held in this specific relationship. We claim to contribute with elements of analyses that help, not only to understand, but also answering politically as professionals of the social work and as citizen in the society.
Este artículo trata de recuperar un diálogo crítico entre la política y el trabajo social. Se argumenta que la política es una dimensión de la identidad del trabajo social de la que no podemos sustraernos. De ahí que la política y el trabajo social están doblemente ligados porque, por un lado, el ejercicio del poder político corresponde a todo ciudadano en el cuidado de la polis; por otro, el trabajo social está estrechamente vinculado a la política social por medio de su objeto de estudio. Para construir nuestros argumentos partimos de un diagnóstico de la realidad social y profesional que se sostiene en determinados supuestos que configuran esta relación específica. Pretendemos con todo ello aportar elementos de análisis que ayuden, no sólo a comprender, sino a contribuir con nuestras respuestas, información y participación, a la política, tanto como profesionales del trabajo social como por ser ciudadanos de la sociedad civil.

El objetivo de este trabajo es analizar si existen características de disfunción socio-familiar comunes a los hiperfrecuentadores, y diferentes a las de la población general, que puedan explicar la necesidad de acudir repetidamente a las consultas. Con dicha finalidad, se ha llevado a cabo un estudio de casos y controles transversal, en el Servicio de Atención Primaria (SAP) Esquerra de Barcelona. En concreto, mediante la realización de 162 entrevistas personales a 84 pacientes clasificados como hiperfrecuentadores entre el 1 de septiembre de 2007 y el 31 de agosto de 2008 (visitas CP y/o URG >= 18 (percentil 95 de la distribución de visitas CP y/o URG de los usuarios del SAP) y 78 como no hiperfrecuentadores se aparearon por edad y sexo. Se administraron cuatro cuestionarios: uno de datos sociodemográficos, el test APGAR familiar, las escalas de ansiedad y depresión de Goldberg y la escala de apoyo social funcional de Duke. The objective of this article is to analyze if there exist socio-familiar features common to frequent attenders and different from those of the general population, with the aim to propose a appropriate intervention. In order to develop quantitative study based in an intervention group and a control group, and cross sectional study, in the Primary Health Care Service from a great urban area. Specifically, patients classed as frequent attenders between September 1, 2007 and August 31, 2008 (previous appointments and/or out-of-hours visits > = 18) (Percentile 95 of the distributions of previous appointments and/or out-of-hours visits of the PHCS users). Frequent attenders were joined by age and sex. By means of a personal interview they were administered four questionnaires to a patient’s representative sample: 1. Sociodemographic data index, 2. Family APGAR index, 3. Anxiety-depression Goldberg Scale, and 4. Duke-UNC Functional Questionnaire.

With the spread of new technologies there is now a generation of new forms of learning through IT applied to Social Work which resulted in an innovative European learning and research project called Vircamp. The article aims to situate modernity, considering new ways of long life learning in social work in Europe through an e-learning process, as well as the perspective of social work professionals regarding this new platform of knowledge.
Com a disseminação das novas tecnologias assiste-se actualmente a uma geração de novas formas de aprendizagem. As Tecnologias da Informação e da Comunicação aplicadas no Serviço Social resultaram num projecto de formação ao longo da vida denominado Vircamp. O artigo pretende situar as transformações da modernidade considerando as novas formas de aprendizagem e investigação em Serviço Social numa perspectiva internacional, através de uma plataforma e-learning e situar a perspectiva dos profissionais do Serviço Social sobre este tipo de aprendizagem.

The study of mobility is a growth area in the social sciences. The car system (automobility) has had as one of its consequences reduced opportunities for mobility impaired people to walk in their local environment. Immobility has resulted for many people with disabilities. Despite the promotion of physical activity by public health guidance local environments are often hazardous for mobility impaired people. In particular, there is a problem with cars parking on pavements and pavement cycling.

From the fieldwork with children in street situation carried out in Mexico DF, it is my aim in writing this article to reflect upon the representations that both boys and girls have of their mothers and how these are intimately related to the construction of female sexuality in Mexican culture, where there are two archetypes representative of women, i.e. "Malinche" and the “Virgen de Guadalupe”. These are symbols with diverse moral connotations which have configured the gender commandments in Mexican society. An analysis from a feminine perspective that aims at showing the current relationship between the sexual symbology of Mexican women, the motherly figure and the causes intervening in the decisions made by children when it comes to leaving home. An articulation in need to be unraveled if we understand that intervention in Social Work leads to the understanding of reality and our interlocutors look.
A partir del trabajo de campo realizado con la infancia en situación de calle en México Distrito Federal, mi intención al escribir este artículo es reflexionar sobre las representaciones que tanto niños, como niñas tienen acerca de sus madres y cómo estas, están íntimamente relacionadas con la construcción de la sexualidad femenina en la cultura mexicana, donde existen dos arquetipos representativos de las mujeres, hablamos de la “Malinche” y la “Virgen de Guadalupe”. Símbolos con connotaciones morales diversas que han configurado los mandatos de género en la sociedad mexicana. Un análisis desde la mirada feminista que pretende mostrar la relación existente entre la simbología de la sexualidad de las mujeres mexicanas, la figura maternal y las causas que intervienen en la decisión de niños y niñas a la hora de abandonar sus hogares. Una articulación necesaria a desentrañar si entendemos que la intervención en Trabajo Social conlleva comprender la realidad y la mirada de nuestros interlocutores.

This article was structured apos to participação no seminar "The challenge of research from professional practice: a reflection from the implementation of the degree in Social Work", in February 2012, the Faculty of Social Work at the University of Granada. On occasion, we present our contribution to bringing the debate, the structure and organization of vocational training of Social Workers, School of Social Service of the Federal University of Juiz de Fora - Brazil, emphasizing the importance of investigative practice this process as a means of effecting correlation between theory and practice in professional practice, the central theme of this article.
O presente artigo foi estruturado após a participação no Seminário “El desafío de la Investigación desde la práctica profesional: una reflexión desde la implantación del grado en Trabajo Social”, em fevereiro de 2012, na Faculdade de Trabalho Social da Universidade de Granada. Na oportunidade, apresentamos nossa contribuição trazendo para o debate, a estrutura e organização da formação profissional dos Assistentes Sociais da Faculdade de Serviço Social da Universidade Federal de Juiz de Fora – Brasil, acentuando a importância da prática investigativa nesse processo, enquanto forma de efetivar a correlação teórico-prática no exercício profissional, tema central do presente artigo.

Women´s Human Rights are often conceived from global frameworks and, –in universalist terms- to be locally applied. This exercise of “translation” demands us to situate our analysis on those spaces where it is shaped, addressing those different discourses and social actors involved. We find a good example in the grassroots women movements, actively inserted in the political context to propose an intersectional analysis that allows us to contextualize and multiply gender experiences. This work is located in United States and carried out in spaces of creative tension, allowing us to address the dynamics that intervene in local translation of Women´s Human Rights. This study is focused on the work developed by the collective “Mujeres Unidas y Activas” through its campaign “Echoes of the Silence: Raising our Voices” as an example of local translation of Human Rights
Los derechos humanos de las mujeres son, con frecuencia, pensados desde marcos globales- y en términos universalistas- para ser aplicados localmente. Este ejercicio de “traducción” nos pide situar nuestra mirada en aquellos espacios en los que toma forma atendiendo a los diferentes discursos y actores sociales implicados. Un ejemplo son los movimientos de base de mujeres que de manera muy activa se insertan, proponiendo un análisis interseccional que permita contextualizar y multiplicar las experiencias de género. Situado en el contexto de Estados Unidos, este trabajo se despliega en espacios de tensión creativa que permiten atender a las dinámicas que intervienen en traducciones locales de derechos humanos de las mujeres. Este artículo toma el trabajo desarrollado por la organización Mujeres Unidas y Activas a través de su campaña “Ecos del Silencio. Levantando Nuestra Voz”, como ejemplo de traducción local de derechos humanos.

Post-industrial society has brought about a new social order and the birth of new expressions to define and categorize their social consequences, including the one we know as social exclusion. This work consists of a literature review of the theoretical contributions of some authors about social exclusion, in order to promote critical reflection of social intervention professionals about the emergence of this notion, its political connotation and its naturalization as an inevitable phenomenon. This conceptual analysis leads toward theoretical proposals of social intervention in situations of social exclusion and the identification of Critical Social Work as a focus from which social problems with structural origin could be addressed.
La sociedad postindustrial ha traído consigo un nuevo orden social y la aparición de nuevas expresiones para definir y categorizar sus consecuencias sociales, entre ellas la que conocemos como exclusión social. El presente trabajo consiste en una revisión bibliográfica de las aportaciones teóricas de algunos autores acerca de la exclusión social, al objeto de propiciar la reflexión crítica de los profesionales de la intervención social sobre el surgimiento de esta noción, su connotación política y su naturalización como fenómeno inevitable. Este análisis conceptual nos conduce hacia propuestas teóricas de intervención social ante situaciones de exclusión, así como a la identificación del Trabajo Social Crítico como enfoque desde el que abordar problemáticas sociales de origen estructural.

In a neighborhood of Albacete with strong indicators of exclusion, is currently undertaking a transformation in all social areas. Becoming in Europe as a reference model to overcome the ghetto. This process has been mainly due two key aspects which will deepen the article. First, the introduction of successful actions based on scientific evidences to overcome social inequality and the transformation of the ghetto. Second, the inclusion of all the voices in the design of policies that will be implemented, in order that the target groups take active part in the decision making process. In this process of reflection and decision which has brought together a wide range of people, highlights the role of social workers and the nodal point of an intense network of interactions that connects the real needs of the population with the resources and existing services. That will be done in an individual level as well as in a communitarian level through consensus.
En un barrio de Albacete con fuertes indicadores de exclusión, en la actualidad se está llevando a cabo una transformación en todas las áreas sociales. Convirtiéndose, por tanto, en un modelo de referencia a nivel europeo para superar el ghetto. Este proceso ha sido posible, fundamentalmente gracias a dos aspectos clave sobre los que se profundizará en el artículo. Primero, la introducción de actuaciones de éxito basadas en evidencias científicas para la superación de desigualdades sociales y la transformación del ghetto. Segundo, la inclusión de las todas las voces en el diseño de las políticas a implementar, de forma que los mismos destinatarios/as de las distintas intervenciones tomen parte activa en la toma de decisión. En este proceso de reflexión y decisión, que ha reunido a una gran diversidad de personas, destaca el papel de los y las trabajadoras sociales como punto nodal de una intensa red de interacciones, que permite conectar las necesidades reales de las población con los recursos y servicios existentes a nivel individual, grupal y comunitario a través del consenso.

The aim of this paper is to analyze forensic practice of the Social Worker from new coordinates, recognizing that the social demand and the public agenda requires today we count on professionals who understand the social role of the law, are trained in the arbitration, the founded social diagnosis, and in a restorative intervention both before damage as a promoter of rights. From a socio-legal approach, forensic practice is one of the modalities of participation of the scientific-technical knowledge in the arbitration of the social. The account is enrolled in the studies since 2005 that involved the author referring to Forensic Social Work in the Southern Cone of Latin America, based on bibliographic research, and in the contents collected in individual and group interviews, and professional events. While referring to local experiencies, it is understood that tied current concerns crossing the practice in diverse regions, from the transformations of the state and the law in late modernity with respect to the organization of social life and the conditions of citizenship, along with a diversification of forms of social inequality.
El objetivo de este trabajo es analizar la práctica forense del Trabajador Social a partir de nuevas coordenadas, reconociendo que la demanda social y la agenda pública exigen contar con profesionales que comprendan la función social del derecho, se encuentren capacitados en el arbitraje, el diagnóstico social fundado, y en una intervención tanto restitutiva ante daños como promotora de derechos. Desde un enfoque socio-jurídico, se procura superar la concepción de función pericial establecida por el derecho, para definir lo forense como una de las modalidades de participación del saber científico-técnico en el arbitraje de lo social. El relato está inscrito en los estudios que desde 2005 participa la autora referidos al Trabajo Social Forense en el Cono Sur de América Latina, fundamentados en la investigación bibliográfica, y en los contenidos recogidos en entrevistas individuales, grupales y eventos profesionales. Si bien remite a experiencias locales de prácticas, se entiende que anudan actuales preocupaciones que atraviesan la profesión en diversas latitudes, a partir de las transformaciones del estado y el derecho en la modernidad tardía respecto de la organización de la vida social y de las condiciones de ciudadanía, junto a una diversificación de las formas de desigualdad social.

The sociology of professions has traditionally attempted to increase our understanding ofcategorisations of different occupations by reference to taxonomic hierarchies as well as theidentification and exploration of characteristics that warrant „professional status‟. In many cases, theseexplorations take the form of historical accounts of professional activity. Rarely however, has theliterature on professions explored processes of professionalization in developing, post-colonialcontexts. This article contributes to this body of literature in the study of professions in a number ofways. Firstly, it „maps‟ the growth of social work in the Philippines, placing this account within abroader discussion of social work as an international activity (Harrison & Melville, 2010; Lyons, 2006)and identifying some of the key forms and features of social work in the Philippines. Consideration isgiven to the degree of professionalisation of social work within the country by exploring professionalorganisation, regulation and education. In doing this, the article offers a critical overview of the natureand preoccupations of social work in the Philippines and celebrates the invaluable contributions itmakes to the country and its people.The article argues that the forms social work takes and the settings in which it happens reflect bothcontemporary societal and environmental factors as well as the global development of social work. Inthis sense, the article considers the impact of Roman Catholicism as well as the orientation of socialwork in relation to some enduring tensions and debates around the profession‟s purpose andpotential. Key to the professional form that social work takes in the Philippines is the contribution ofthe „indigenous‟ social work knowledge base which is explored, alongside a commentary on socialwork education and training in the country.

Processes of social exclusion of the homeless people in the city of Barcelona are addressed in thisarticle through three sections. First, an approximation to the processes of social exclusion present inEuropean societies is done, then look focuses on the conceptual dimension of homeless people andits root causes, to end with some conclusions on where the issues raised are synthesized as well asthe future challenges that are presented in this phenomenon. This article is part of the research workbeing done on the processes of social inclusion of homeless people in Barcelona. This research islinked to the Doctorate "Education and Society" at the University of Barcelona through the Departmentof Social Work and Social Services. The growing phenomenon of homelessness responds to macroprocessesthat have characterized the post-Fordist societies in recent decades where the fragility ofsupport networks and systems of social protection are crucial.
En este artículo se abordan los procesos de exclusión social de las personas sin hogar en la ciudad de Barcelona a través de tres apartados. En primer lugar se realiza una aproximación a los procesos de exclusión social presentes en las sociedades europeas, seguidamente se centra la mirada en la dimensión conceptual de las personas sin hogar y en sus principales causas, para finalizar con unas conclusiones en donde se sintetizan los temas planteados, así como los retos de futuro que se presentan en este fenémeno. El contenido del artículo forma parte del trabajo de investigación que se está realizando sobre los procesos de inclusión de las personas sin hogar en Barcelona. Dicha investigación está vinculada al Doctorado "Educación y sociedad" de la Universidad de Barcelona, a través del Departamento de Trabajo Social y Servicios Sociales. El incremento del fenómeno del sinhogarismo responde a procesos macrosociales que han caracterizado a las sociedades posfordistas de las últimas décadas donde la fragilidad de las redes de apoyo y de los sistemas de proteción social tienen una importancia crucial.

In recently initiated research project we analize the contents of educational programs for socialworkers in Sweden with regards to ethnical issues. This field of knowledge has varied over timeaccording to the dominant traditions in Social Work Education. The specific aim of our study is todescribe the different ways in which ethnic relations have been conceptualized in the contents of thedifferent parts of these Social Work curriculums. We argue that the issue of ethnic relations shouldplay a central role in the academic training of social workers in Sweden. We also want to participate inthe international dialogue initiated by this journal, a dialogue that have underlined to the need to adaptthe contents of Social Work to the demands of a global society.
En una investigación iniciada recientemente estudiamos los contenidos que se dan al tema de las relaciones étnicas en los programas de educación para trabajadoras/es sociales en Suecia. Entendemos que en Trabajo Social ésta es un área de conocimiento cuyos contenidos varían de acuerdo a las prioridades y tradiciones dominantes en los diferentes períodos de la historia de la formación de profesionales del Trabajo Social. El objetivo específico de nuestro estudio es describir las diferentes formas de conceptualizar las relaciones étnicas en los programas de estudio, estudiar cómo esos conocimientos influyen en las formas y contenidos de los diferentes momentos que componen esos programas, y además analizar cómo esas formas y contenidos influyen en la comprensión sobre temas relacionados con la migración que hacen los estudiantes. En este artículo sostenemos que el tema de las relaciones étnicas debería ser un tema central en la formación académica de trabajadoras/es sociales en Suecia. El objetivo de nuestro artículo es participar en el diálogo internacional que se ha iniciado en esta revista, un diálogo que apunta a la necesidad de adecuar los contenidos de la carrera de Trabajo Social a las exigencias de una sociedad global.

Last years there have taken place demographic important changes in Spain, the increase in the entryof immigrant population has propitiated a more diverse social daily reality. The accession has beenconcrete ways, in which special relevancy has had the residential segregation and the concentrationof immigrant population in concrete places, being of special interest those who traditionally weresuffering social problems and major vulnerability. The result has been an unequal integration andproblems derived towards the lack of conviviality. Close to this process others require that they shouldpromote the social integration in all his extension; not only in concrete aspects, but they stop his lookin the community action, as a way to improve the conviviality and to worik together at the search ofsocial welfare. This work presents a theoretical frame that justifies this type of interventions and thedescription of some experiences of community development, in which the civil participation appears asan indispensable axis for the success of a project of all and for all.
Los últimos años se han producido cambios demográficos importantes en España, el aumento en la entrada de población inmigrante ha propiciado una realidad social cotidiana más diversa. El asentamiento ha seguido patrones concretos, en los que ha tenido especial relevancia la segregación residencial y la concentración de población inmigrante en zonas concretas, siendo de especial interés aquellas que tradicionalmente padecían problemas sociales y mayor vulnerabilidad. El resultado ha sido una integración desigual y problemas derivados hacia la falta de convivencia. Junto a este proceso se precisan otros que fomenten la integración social en toda su extensión; no únicamente en aspectos concretos sino que detengan su mirada en la accion comunitaria, como un camino para mejorar la convivencia y trabajar juntos en la búsqueda de bienestar social. Este trabajo presenta un marco teórico que justifica este tipo de intervenciones y la descripción de algunas experiencias de desarrollo comunitario, en las que la participación ciudadana se presenta como un eje imprescindible para el éxito de un proyecto de todos y para todos.

The article begins with some reflections on the current situation of democracy and participation, marked by the systemic crisis in which we live. In the second part we deal with the relationships that exist between the profession and university training in social work, and between those and citizen participation programs run from social services. Professional social work practice in local services has reduced community development projects and participative projects, though, hopefully, the new Degree in Social Work reinstates these issues between the skills required future graduates. In a third section we try to define and differentiate the concepts that are often used when these topics: representative/participatory democracy and social/civic participation, ending with the description and analysis of the different levels and forms of participation that are re-produced in democratic societies.
El artículo comienza con unas reflexiones en torno a la situación actual de la democracia y la participación, marcada por la crisis sistémica en la que vivimos. En la segunda parte se estudian las relaciones que se dan entre la profesión y formación universitaria en Trabajo Social y de estas con los programas de participación ciudadana ejecutados desde los Servicios Sociales. En la práctica profesional del Trabajo Social en entes locales se han ido reduciendo los proyectos de desarrollo comunitario y de fomento de la participación, aunque, de forma esperanzadora, en el nuevo título de Grado en Trabajo Social se vuelven a incluir estos temas entre las competencias que deben tener los futuros graduados. En un tercer bloque se trata de definir y diferenciar mejor los conceptos que se suelen utilizar cuando se tratan estos temas: democracia representativa/participativa y participación social/ciudadana, finalizando con la descripción y análisis de los diferentes niveles y formas de participación que se re-producen en las sociedades democráticas. Based on a PhD thesis and a post-doc project focused on this topic, the authors describe and analyse the programme of skills recognition, validation and certification, as it was developed in Portugal during the first decade of the 21st century, enabling the qualification of more than 5% of the active population. In the first section, this innovative theoretical and methodological framework for adult education and certification is discussed. Secondly, main agents, stages and dynamics of this process are sketched. In a third section, the main results of the programme’s national evaluations are synthetized. And in the fourth one, key social dynamics observed through qualitative research are underlined. In the conclusions, programme’s achievements and failures are systematized and some remarks for future interventions in this field are sketched.
Basados en una tesis de doctorado y en un proyecto de post-doctorado en este tema, los dos autores describen y analizan el programa de reconocimiento, validación y certificación de competencias experienciales (RVCC) desarrollado en Portugal, en la primera década del siglo XXI, permitiendo la mejora de los niveles educativos de más de un 5% de la población. El primer apartado debate los fundamentos teóricos y metodológicos del modelo innovador que se ha creado para la educación y acreditación de adultos. En el segundo, se detallan los agentes, etapas y dinámicas del proceso de RVCC. El tercero sintetiza las principales evaluaciones nacionales del programa que se han llevado a cabo. Y el cuarto apartado subraya algunos resultados de investigaciones cualitativas recientes de los autores sobre las dinámicas sociales generadas por el programa. En la conclusión, se reflexiona sobre los logros y fracasos del programa, proponiendo algunas pautas para futuros planteamientos en este campo. This paper attempts to shed light on the theoretical approach of Degrowth , based on the need for case studies that illustrate local experiences that respond to the demands of numerous social movements that making visible efforts of social mobilization that express a germinal way of living differently, more in line with sustainability criteria, social equity, and waiving the excess, as agrecological consumer groups. This paper is organized into six parts. Firstly, the study area is described; secondly, the political-ecological debate is discussed around the issue of feeding globalized level; after agroecological consumer groups and some of its peculiarities in the Spanish state and Andalusia are presented to propose the study of these groups as a strategy of empowerment and social transformation as well as its relations with social movements and paradigms of Sovereignty food and Agroecology. Finally, conclusion synthesizes the issues presented. This research is linked to the completion of the doctoral thesis in Economics and Business Administration at the Department of Applied Economics at the University of Granada, one of the case studies carried out in the period of investigation.
Este artículo trata de arrojar luz al enfoque teórico del Decrecimiento, partiendo de la necesidad de realizar estudios de caso que visibilicen experiencias locales que dan respuesta a las reivindicaciones de numerosos movimientos sociales que constituyen iniciativas de movilización y expresan de manera germinal la voluntad de vivir de otra manera, más acorde con criterios de sustentabilidad, de equidad social y de renuncia al exceso, como son los grupos de consumo agroecológico. Para tal fin, este artículo se estructura en seis partes. En la primera parte, se describe el área de estudio; en segundo lugar, se discute el debate político-ecológico en torno a la cuestión de la alimentación a nivel globalizado; después se presentan los grupos de consumo agroecológico y algunas de sus peculiaridades en el estado Español y Andalucía, para proponer el estudio de estos grupos como estrategia de empoderamiento y transformación social, así como sus relaciones con los movimientos sociales y los paradigmas de la Soberanía Alimentaria y la Agroecología. Finalmente, se concluye con una síntesis de los temas planteados. Dicha investigación está vinculada a la realización de la tesis doctoral en Ciencias Económicas y Empresariales de la Universidad de Granada a través del Departamento de Economía Aplicada. This article analyses the role of civil society in the process of political transformation in several countries in North Africa. Through different case studies, concrete experiences of advocacy strategy and the role of CSO in the mobilization of collective actions that have driven reform processes or political transformation in these countries are highlighted. Far from presenting a homogeneous scenario, "Arab Springs" have accentuated disparities and divergences in the political evolution of the North African societies. While some countries have maintained their authoritarian political systems (Algeria), others have managed to maintain the structures and balances of powers and they have tried to adopt reforms without changing the nature of the system (Morocco). Others (Tunisia and Egypt) are involved in complex processes of transition in which civil society organizations have had varying influence accordingly.
Este artículo analiza el papel de las organizaciones de la sociedad civil en los procesos de transformación política de varios países del Norte de África. A través de diferentes casos de estudios se analizan experiencias concretas de incidencia política así como su rol en los procesos de movilización colectiva que han impulsado los procesos de reforma o transformación política en estos países. Lejos de presentar un panorama homogéneo, las “primaveras” han acentuado las disparidades y la heterogeneidad que caracteriza la evolución política de las sociedades norteafricanas. Mientras que algunos países han mantenido sus sistemas políticos autoritarios (Argelia), otros han conseguido mantener las estructuras y equilibrios de poderes al adoptar reformas sin cambiar la naturaleza del sistema (Marruecos). Otros (Túnez y Egipto) están inmersos en complejos procesos de transición en los cuales las organizaciones de la sociedad civil han tenido mayor o menor influencia según el caso. This article aims to offer a discussion about social interventions and their potential contribution to the construction of citizenship. Drawing upon the Chilean case, the idea of citizenship is analysed in this paper as a concept which can be observed from diverse epistemological perspectives. Practical implications underlying such epistemological approaches are examined considering the organisational and political contexts where Chilean social workers conduct their interventions nowadays.
El propósito de este artículo es ofrecer una discusión sobre las intervenciones sociales y su potencial contribución a la construcción de ciudadanía en el contexto contemporáneo. Tomando como ejemplo el caso chileno, la idea de ciudadanía es observada en este trabajo como una categoría conceptual que, en tanto tal, puede adquirir diversos significados de acuerdo a las aproximaciones epistemológicas que se hagan de ella. Las implicancias prácticas de dichas perspectivas son analizadas considerando el contexto institucional y político en que se desenvuelven los trabajadores sociales chilenos en la actualidad. Ethics, as a practical element, infuses interest in the Social Work of people and their personal characteristics. It encourages the development of autonomy, restores the exercise of rights, and promotes people's human dignity. When transferred to the field social research, these objectives are reached by setting individuals at the center stage of the research activity, thereby directly promoting their participation in the process. Following this line, we present a social investigation articulated via a methodology developed according to the aforementioned ethical perspective. This study underscores the importance of our methodology's qualitative perspective, from the tools it uses to collect data, to its ability as a method to better approximate the actual reality of its protagonists.Our results suggest that participants view their collaboration in the research positively, as it provides them a step forward in gaining recognition for their abilities. Finally, it contributes further to the issue regarding the importance of understanding social reality from the point of view of its protagonists.
La ética como elemento práctico fundamenta el interés del Trabajo Social en las personas y sus características, fomentando el desarrollo de la autonomía, restableciendo el ejercicio de los derechos y promoviendo la dignificación de las personas. Estos objetivos, trasladados a la investigación social, se concretan en situar al individuo en el centro de la acción investigadora, propiciando su participación en el proceso. En esta línea, se presenta una investigación social cuya metodología se ha diseñado desde dicha perspectiva ética. A través de este ejemplo, se cimienta la importancia de la metodología de carácter cualitativo -y sus herramientas de recogida de información- como método para la aproximación a la realidad de los propios protagonistas. Finalmente, se expone como resultado que los sujetos han sentido su participación en la investigación como un paso hacia el reconocimiento de sus capacidades, a la vez que se reflexiona sobre la importancia de conocer la realidad desde la mirada de las personas protagonistas de los hechos. The reality of Maltreatment to Elderly People (MEP) remains nowadays mainly invisible, despite being included among the most relevant social, political and professional concerns in the latest years. The MEP is defined as a complex and collective social problem, which takes place in the social-community field as well as in the institutional and familiar fields. This paper is focused on the latter, and it is approached with the primary goal of knowing its effects and its evolution as observed through the professionals in sanitary devices in Social Work. A descriptive study about 259 detected cases by the Sanitary District of Málaga during the period 2001-2010 is carried out. Results show characteristics of MEP related to the referenced literature, emphasizing the profile of the victim, mainly female, approximately 73 years old, and principally attacked by a man of her family environment. We conclude about the importance of advancing in the prevention and integral action in the presence of MEP, through a larger specific training of the professionals and the establishment and qualification of protocols of coordination among them.
La realidad del Maltrato a Personas Mayores (MPM), sigue permaneciendo aún en nuestros días con grandes cargas de invisibilidad, a pesar de estar incluida entre las preocupaciones sociales, políticas y profesionales más relevantes de los últimos años. El MPM se define como problema social, complejo y colectivo, que se produce tanto en el ámbito social-comunitario, como en el institucional y en el ámbito familiar. En este último, es en el que se centra el presente artículo, al que se acerca con el objetivo principal de conocer su incidencia y su evolución observada a través de los profesionales del Trabajo Social de los dispositivos sanitarios. Se lleva a cabo un estudio de tipo descriptivo sobre 259 casos detectados por el Distrito Sanitario de Málaga durante el periodo 2001-2010, al ser este año 2001 cuando se comienzan a informatizar los datos. Los resultados muestran características del MPM coincidentes con la literatura relacionada, destacando el perfil de víctima, mayoritariamente mujer, con edad aproximada de 73 años, agredida fundamentalmente, por un hombre de su entorno familiar. Se concluye sobre la importancia de avanzar en la prevención y en la actuación integral ante el MPM, a través de una mayor formación específica de los profesionales y de la implantación y cualificación de protocolos de coordinación entre ellos. The current economic crisis and the policies developed under the amended article 135 of the Spanish Constitution, which enshrines the budgetary stability as a fundamental guide the action of the government, are having a direct impact on the Social Services system. The approval of Spanish Law of rationalization and sustainability of local government is a major setback and an element of legal uncertainty for a system of social protection still incomplete. This research, using a qualitative approach to define patterns of discursive regularity of participants focusing on aspects related to economic conditions and regulatory changes that affect the competence regime of local governments. The plot lines of the speech focused on the difficulties of daily work, strong manipulation of the system and the uncertainty of it disappear or change its configuration substantially. It is revealed as social work professionals perceive the context of remote working professional ideals and suffers from a resourcing quality, which has been neglected a custom social intervention oriented comprehensive personal and social development, where changes in local arrangements pose a serious threat.
La actual situación de crisis económica y las políticas desarrolladas al amparo del reformado artículo 135 de la Constitución que consagra la estabilidad presupuestaria como guía fundamental de la acción de las Administraciones Públicas, están teniendo una incidencia directa en el sistema de Servicios Sociales. La aprobación de la Ley 27/2013, de 27 de diciembre, de racionalización y sostenibilidad de la Administración Local supone un importante retroceso y un elemento de inseguridad jurídica para un sistema de protección social aún incompleto. La presente investigación pretende, mediante un enfoque cualitativo definir los patrones de regularidad discursiva de los participantes centrándonos en aquellos aspectos relacionados con la coyuntura económica y los cambios normativos que inciden en el régimen competencial de las entidades locales. Las líneas argumentales del discurso se centran en las dificultades para el trabajo diario, la fuerte instrumentalización del sistema y la incertidumbre de que éste desaparezca o modifique su configuración de forma sustancial. Se pone de manifiesto como los y las profesionales del Trabajo Social perciben un contexto de trabajo alejado de los ideales profesionales y que adolece de una dotación de recursos de calidad, en el que se ha descuidado una intervención social personalizada y orientada al desarrollo personal y social integral, donde las modificaciones en materia de régimen local suponen una seria amenaza. The access to and the stay in a decent housing are key elements in social inclusion processes. Immigrants are a traditionally vulnerable group to residential exclusion processes and since the beginning of this economic crisis, this vulnerability has greatly increased due to immigrants have been excluded from the labour market. From the approach of the immigrants’ residential trajectories, the current residential situation of immigrants in Spain has been analysed. For that purpose, quantitative techniques and the review of previous studies and legislations have been combined. By the quantitative analysis carried out with data from the official statistical sources, the main problems affecting immigrants in terms of residential exclusion have been analysed. Subsequently, an analysis of the evolution and impact of the public policies aimed at combating the immigrants’ social exclusion in Spain has been carried out. Finally, a diagnosis of the current situation is submitted.
El acceso y la permanencia en una vivienda digna constituyen elementos fundamentales en los procesos de inclusión social. Los inmigrantes son un colectivo tradicionalmente vulnerable ante los procesos de exclusión residencial y, desde el origen de la crisis, esta vulnerabilidad se ha visto incrementada, en gran medida por su expulsión del mercado de trabajo. Desde el enfoque de las trayectorias residenciales de los inmigrantes, se ha analizado la situación actual de la exclusión residencial de este colectivo en España. Para ello se han combinado técnicas cuantitativas con revisión de estudios previos y legislaciones. Mediante el análisis cuantitativo realizado con datos procedentes de las principales fuentes estadísticas oficiales, se han analizado las principales problemáticas que afectan a los inmigrantes en relación con la exclusión residencial. Posteriormente, se ha realizado un análisis de la evolución y el impacto de las políticas públicas destinadas a combatir la exclusión residencial de los inmigrantes en España. This article deals with the social assistance policy in Brazil. It Is based on the critical social theory and brings as a starting point reflections on the relationship between capital accumulation and the emergence of the social question. Considering the Brazilian society and the correlation of forces between social classes, we try to present as the social rights were made in the country. Into contemporary debate, we have reviewed the main social causes, political and economic that mediated the implementation of social policies in the context of neoliberal reforms in the 1990s, when come to the fore the income transfer programs as poverty reduction strategies. When the Trabalhadores Party takes the federal government, some changes occurred mainly in the management of social welfare policy, but the liberal-conservative character of social policies remains, and in particular the actions recommended in the Bolsa Família Program. These elements point to the challenges of professionals working in the management and implementation of these social policies that are committed to the interests of the working class, both in terms of their training with regard to their professional practice.
O presente artigo versa sobre a política de assistência social no Brasil. Tem como fundamento a teoria social crítica e traz como ponto de partida reflexões sobre a relação entre acumulação do capital e o surgimento da questão social. Considerando a formação social brasileira e a correlação de forças entre as classes sociais, buscamos apresentar historicamente como se constituíram os direitos sociais no país. No debate contemporâneo são analisadas as principais determinações sociais, políticas e econômicas que mediaram a implementação das políticas sociais na conjuntura de reformas neoliberais na década de 1990, quando passam a se destacar os programas de transferência de renda enquanto estratégias de combate à pobreza. Com o ingresso do Partido dos Trabalhadores à frente do governo federal, algumas mudanças ocorreram principalmente no âmbito da gestão da política de assistência social, mas ainda observamos permanecer o caráter liberal-conservador das políticas sociais, e em especial, às ações preconizadas no Programa Bolsa Família. Tais elementos apontam desafios para os dos profissionais que atuam na gestão e execução dessas políticas sociais que estão comprometidos com os interesses da classe trabalhadora, tanto no que se refere à sua formação quanto ao seu exercício profissional. This article provides a characterization of Latin American and Caribbean Welfare regimes in historiographical perspective. Firstly, it makes a review of the emergence conditions of Welfare States in Western Europe and its core features, with particular emphasis on its role as a method to regulate inequalities in industrial capitalism. Dialoguing with it, then stops in the specific configurations that welfare regimes have taken in Latin America during the course of the twentieth century. Finally, it provides a map of its contemporary features and the major challenges that the States of the region face in his capacity as right guarantors for the future.
El presente artículo ofrece una caracterización de los regímenes de bienestar latinoamericanos y caribeños en clave historiográfica. Realiza, en primer lugar, un repaso por las condiciones de emergencia de los Estados de Bienestar de Europa occidental y sus características centrales, haciendo especial hincapié en su función como modalidad de gestión regulada de las desigualdades en tanto estrategia de compromiso social del capitalismo industrial. Dialogando con ello, se detiene luego en las específicas configuraciones que han asumido los regímenes de bienestar en América Latina y el Caribe durante el transcurso del siglo XX. Brinda, por último, un mapeo de sus características contemporáneas y de los principales desafíos que enfrentan los Estados de la región en su calidad de garantes de derechos de cara al futuro. This article describes the contribution of the Discourse of Collective Subject (DCS) methodology for Social Research by means of he results obtained in the thesis of the author. The objective was to know the social representation of creativity in the context of psychotherapeutic practice in public, social and private sectors, especially in state of Minas Gerais, Brazil. The DCS methodology carries out quantitative and qualitative social research, maintaining strong links with the socio-historical aspects that is also located in the Theory of Social Representations (TSR). Articulated to the theoretical framework of the thesis, this work constituted a procedural and analytical tool to understand how professionals build awareness of creativity applied to psychotherapy. The social representation that has been redeemed through the DCS made it possible to share and give visibility to the contribution that creativity has for the process, for the client and for the therapist.
Este artigo descreve a contribuição da metodologia Discurso do Sujeito Coletivo (DSC) para a pesquisa social, a partir dos resultados obtidos na tese do autor. O objetivo foi o de conhecer a representação social da criatividade no contexto das práticas psicoterápicas no âmbito público, social e privado, principalmente no estado de Minas Gerais, Brasil. O DSC é uma metodologia para realizar pesquisas sociais de enfoque qualiquantitativo que mantém forte articulação com a vertente sócio-histórica em que também se situa a Teoria das Representações Sociais (TRS). Articulada ao referencial teórico da tese, constituiu ferramenta processual e analítica para compreender como os profissionais constroem o conhecimento sobre a criatividade aplicada às psicoterapias. A representação social que foi resgatada por meio do DSC permitiu compartilhar e dar visibilidade à contribuição que a criatividade tem para o processo, para o cliente e para o terapeuta.
